System Owner
The System Owner is an individual or organization that owns a renewable energy system. These users have read only access to view system information and production data. They cannot edit or enter any information in the PTS.
System owners are responsible for logging in to PTS regularly to ensure their system's production is being reported correctly. System owners are responsible for notifying PTS of any meter swaps that occur and any reporting issues that are preventing production from being successfully reported to PTS. System owners who are designated as the manual reporter for their system are responsible for reporting their production to PTS each month.
It is the system owner's responsibility to keep their email up-to-date on their PTS account. If you would like to update your email address or contact information on your PTS account, click on your name in the upper right-hand corner after you have successfully logged in and click My Profile. From there you can update your email address.
Production Reporter
The Production Reporter is responsible for entering correct and accurate monthly production data for a renewable energy system. Typically, the reporter will be the system owner or an automatic Data Acquisition System (DAS) service provider.
Production reporters are responsible for checking and confirming that production is reported to PTS. This can be done through View Production Data or the API for DAS reporters.
Production reporters are responsible for notifying PTS of any meter swaps that occur and any reporting issues that are preventing them from successfully reporting to PTS.

NEPOOL GIS Account Holder
The NEPOOL GIS Account Holder is responsible for establishing the account at NEPOOL GIS in which the Asset for the Generation Unit resides. All SREC aggregators are GIS Account Holders.
NEPOOL GIS Account Holders are responsible for submitting true-up requests, and NEPOOL GIS Account Holders are responsible for notifying PTS of any meter swaps that occur and any reporting issues that are preventing production from being successfully reported to PTS.
NEPOOL GIS Account Holders are responsible for accepting the SREC terms and conditions for each of their systems in PTS by the designated due date for the applicable quarter. The system will not be eligible to earn SRECs if the terms and conditions are not accepted. By accepting the terms and conditions, NEPOOL GIS Account Holders agree to the following responsibilities (please see the attached terms and conditions for more information):
- Submitting Change Requests
- NEPOOL GIS Account Holders shall notify MassCEC and DOER of any and all changes to the system, contact information, GIS account information, or other information that may materially affect the system, the production, or SREC reporting.
- Production Reporting
- NEPOOL GIS Account Holders shall ensure timely and accurate reporting of the production data on a monthly basis to MassCEC in accordance with the program requirements.
- Maintenance Support
- NEPOOL GIS Account Holders shall ensure support and maintenance of any equipment, including meters and data acquisition systems, at the system site as required by the program.
- Assistance to MassCEC
- NEPOOL GIS Account Holders shall provide reasonable assistance to MassCEC, including prompt responses to any inquiries by MassCEC to assist MassCEC in their program obligations.
- NEPOOL GIS Account Holders shall ensure, within a reasonable time after MassCEC request, physical access to the system, including but not limited to PV panels, inverter(s) and meter(s).
Other Users
REC Owner
The REC Owner is the owner of the RECs that the renewable energy system generates. Oftentimes, the REC Owner is the same as the System Owner, but this is not always the case.
Applicant
The applicant completes and submits the SREC II application for review by DOER. Typically, the applicant is also the GIS Account Holder. Applicants only have access to the online registration portal.
Installer
The installer installed the PV system and works with the owner/GIS Account Holder to maintain system functionality. Installers do not currently have access to PTS.
